This project module is a contribution to peace and social cohesion in Colombia, through a functioning multipurpose cadastre. Insecurity in land rights increases vulnerability to violence of certain groups such as farmers, women and indigenous people. Within the framework of the World Bank Trust Fund for the multipurpose cadastre, the GIZ project aims to increase the capacity of implementing cadastre organisations in making context analysis, implementing awareness campaigns and increasing participation of local communities.
The expected outputs are:
1. Implementation organisations have the tools for context analysis
1.1 A methodological guide to context analysis with regard to social and environmentally relevant factors is available for the implementing organizations of the multipurpose cadastre.
1.2. A categorization of the lines of conflict, including aligned conflict resolution mechanisms related to land rights in selected communities are available to the implementation organizations of the multipurpose cadastre.
2. Implementation organisations have instruments for active participation of local communities
2.1. With representatives of local communities and the implementing organizations of the multipurpose cadastre, developed target group differentiated procedures for participation and raising awareness are available in the implementing organisations.
2.2. 1000 local community representatives of the selected municipality, including 50% women, have actively participated along with the implementation organizations of the multipurpose cadastre in the pilot implementation.
3. Key actors have knowledge products for broad-based development of capacities
3.1 The instruments, 1 digital application and 3 printed materials, for the participatory implementation of the multipurpose cadastre are developed.
3.2 8 training modules on the application of the developed instruments for the participatory implementation of the multipurpose cadastre are available to the implementing actors.
