The consortium led by VNG International and composed of Cadasta Foundation, WiLDAF-Togo and Kadaster International undertook with the Millennium Challenge Account Togo Implementing Agency (OMCA-Togo) a mission to get in touch with the actors implementing the Reform for the Increase of Agricultural Productivity Project (LRAP).

The mission took place on 16 and 17 August in the Prefecture of Wawa, about 230 km in the centre-west of the country. The delegation was welcomed by the Prefect, Deputy Mayor of the Prefecture for the joint working session.

The objective was to present the technical assistance consortium to the prefectural, communal and cantonal authorities for the start of the project activities. The delegation was led by the Director of LRAP at OMCA-Togo, accompanied by the OMCA Focal Point at the Ministry in charge of territorial administration, the MCC Representative and the Technical Assistance team.

Land tenure dynamics within the prefecture were at the heart of the discussions. Institutional actors at different levels, including customary and administrative authorities at the grassroots level, were met. The 12 township chiefs helped to identify avenues for the preparation of a basic socio-land diagnosis covering historical, customary, legal and institutional aspects, the mapping of experimental sites, the management of land information, the processes of registering land rights, including secondary rights, and the resolution of land conflicts.

This mission allowed the whole delegation and the representatives of the local authorities to establish a mutual understanding, both about the LRAP project and about the expectations and challenges. This is an essential first step for an effective start of the land tenure security experiments in the Wawa prefecture!

Première visite du consortium LRAP à Wawa (Togo) pour une réforme foncière appliquée et prospère !

Le consortium mené par VNG International et composé de Cadasta Foundation, WiLDAF-Togo et Kadaster International a entrepris avec l’Organisme de mise en œuvre du Millenium Challenge Account Togo (OMCA-Togo) une mission de prise de contact avec les acteurs de mise en œuvre du Projet de Réforme pour l’Accroissement de la Productivité Agricole (LRAP).

Cette mission a été effectuée les 16 et 17 août derniers dans la Préfecture de Wawa, à environ 230 km au centre-ouest du pays. La délégation a été accueilli par le Préfet, adjoint des maires de la Préfecture pour la séance de travail conjointe.

L’objectif était de présenter le consortium d’assistance technique aux autorités préfectorales, communales et cantonales pour le démarrage des activités du projet. La délégation était conduite par le Directeur du LRAP à OMCA-Togo, accompagné du Point focal OMCA au ministère en charge de l’administration territoriale, de la Représentante de MCC ainsi que de l’équipe d’Assistance Technique.

Les dynamiques foncières au sein de la préfecture ont été au cœur des discussions. Les acteurs institutionnels à différents niveaux, y compris le pouvoir coutumier et administratif à la base ont été rencontrés. Les 12 chefs de canton ont permis de dégager les pistes de préparation d’un diagnostic socio-foncier de base touchant aux aspects historiques, coutumiers, juridiques et institutionnels, à la cartographie des sites d’expérimentation, à la gestion de l’information foncière, aux processus d’enregistrement des droits fonciers y compris les droits secondaires et au règlement des conflits fonciers.

Cette mission a permis à l’ensemble de la délégation et aux représentants des autorités locales d’établir une compréhension mutuelle, tant à propos du projet LRAP que pour les attentes et défis. Il s’agit d’un premier pas essentiel pour un démarrage effectif des expériences de sécurisation foncière dans la préfecture de Wawa !
