The wider objective of the project was to support the institutions in charge of decentralisation reforms, particularly the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation and its members, through technical assistance focusing on skills transfer and capacity development in the planning and implementation of the National Decentralisation Policy Framework (NDPF) and National Decentralisation Action Plan (NDAP) in a participatory manner.
The specific objectives were the following:
1) Strengthening the Policy, Legal and Institutional Framework for Decentralisation, supporting the first pillar of the SWAp, Policy, Legal and Institutional Reforms
2) Enhancing Capacities of MMDAs, supporting the second pillar of the SWAp by strengthening the capacities of MMDAs and RCCs to carry out their function
3) Supporting Fiscal Decentralisation through improving the Intergovernmental Fiscal Transfers (IGFT), local government revenue mobilization, and strengthening local government PFM. This component supports the third pillar of the Sector-Wide Approach, namely improved financing of Local Services
4) Support to Launch of Call for Proposals for a grant programme to strengthen open debate and political engagement for popular participation reforms
The achieved results of the project are:
- Policy, legal, and institutional reforms implemented
- The capacities of MMDAs are enhanced
- Funding at MMDAs level is available for local service delivery and increase in birth registration
- A Call for Proposals (CfP) for a grant programme to strengthen open debate and political engagement for popular participation reforms has been implemented
