The Knowledge Exchange Conference, held in Luxor, Egypt, on 18 and 19 September 2023, brought together stakeholders in the Water, Sanitation, and Hygiene (WASH) sector to discuss the challenges in service provision and the links to the Sustainable Development Goals (SDGs). Facilitated by Oscar Alvarado, the Environmental Expert and Programme Manager in The Hague Academy for Local Governance.
Improving Sustainability of the WASH Sector in Upper Egypt, a 30-month project, is based on the needs of the Egyptian Ministry of Local Development, the Ministry of Housing and Urban Development, and the Holding Company for Water and Wastewater Management, through their positions as stakeholders in WASH governance in Egypt and their previous investments in the WASH sector and various levels.
The objective of the Upper Egypt Local Development Program (UELDP) is to improve the business environment for private sector development and strengthen local government capacity for quality infrastructure and service delivery in Qena and Sohag Governorates in Upper Egypt.<br />

The Program aims to: <br />
i) improve the business environment and economic competitiveness<br />
ii) close the persisting gaps in access to and quality of infrastructure and services.<br />
<br />
The overall objective of the TA operation is to contribute to improvement in the quality of shelter and<br />
more general enhancement in living conditions for the urban poor, and the creation of employment<br />
opportunities for the latter. Although the focus is primarily urban, other spatially disadvantaged<br />
communities are not excluded.<br />
