The wider objective of the Capacity and Institution Building (CIB) Working Group is to advance the effectiveness and quality of international policies and programs of local and regional governments and their associations. The CIB achieves its purpose by exchanging knowledge and information, enabling coordination and cooperation among its members and within UCLG.<br />

St Maarten is frequently affected by various types of crisis such as hurricanes and floods, and has a high risk of earthquakes and tsunamis. Although its governments' crisis management has significantly improved since Irma, information management remains a weak spot in its crisis management system while this is the backbone of efficient coordination between all crisis teams.

VNG International is working on St Maarten in the context of the recovery and reconstruction efforts after hurricane Irma in 2017. One of the projects financed through the Trust Fund is the Emergency Debris Management Project (EDMP), which focuses on a number of activities related to solid waste management. In order to provide assistance to the Ministry of VROMI in solid waste management a Strategic Program Coordinator Waste Management (SPC) has been recruited to provide daily assistance. <br />

The Kenya Devolution Programme (KDP) aims to bring forward solutions to challenges facing devolution with the overall objective to improve development results at county level, by a) a more effective, open and accountable county governments, and b) improved service delivery and poverty reduction. To achieve these outcomes, activities will be undertaken to contribute to five output areas: <br />
i) Inter-Governmental Relations that support devolution; <br />
ii) Effective county planning, public finance management and staffing; <br />

Burundi is one of the poorest and most challenging countries in the world regarding advancing land governance and contributing to sustainable socio-economic development. With a rapidly growing population and a vast majority of that population depending on agriculture for their food and livelihoods, land scarcity is an acute challenge for the country. This challenge is exacerbated by the fact that land governance in Burundi is characterized by a weak government and high levels of traditional and informal land governance procedures.<br />

Beira is Mozambique's fourth-largest city, with approximately 530,000 inhabitants. Like all the country's cities, it is growing quickly. Mozambique's urban population has more than doubled in the last 20 years. Mozambique is a relatively poor country, with around three-fifths of its 30 million people living below the USD 1.90/day poverty line. It is among the African countries most vulnerable to climate change.<br />

The general scope for the Prize is to reward innovative activities and initiatives that support conflict prevention, peace-building, post-conflict reconstruction and reconciliation.

The project is based on the following objectives:<br />
1. To demonstrate the importance of international cooperation for municipalities as well as contributions of municipalities to international cooperation. <br />
2. To offer access to international knowledge and cooperation and to carry out good practices of Dutch local governments where relevant. <br />
3. To inform and to advise on international developments and agendas and how these can be localized and implemented by municipalities (e.g. Municipalities4GlobalGoals campaign). <br />

IURC China is one of the key components of IURC's global cooperation projects with key partner countries. The project is funded by the European Union's Partnership Instrument (PI). This programme represents a second phase of the “International Urban Cooperation programme (IUC)” which ran from 2016-2020. In order to promote innovation through<br />
inter-regional cooperation between the EU and its partners, the name has been changed to International Urban and Regional Cooperation (IURC).<br />
